Officer who shot, killed Madison man will not face discipline

A Madison police officer who shot and killed a man who apparently grabbed at his gun during a scuffle Nov. 9 will not face discipline as a result of the incident after an internal investigation found he did not violate the department's policies on the use of deadly force. Police Chief Noble Wray said Wednesday that Officer Stephen Heimsness will be returned to patrol after being exonerated following an internal investigation. A review of the investigation by the state Department of Justice, which did not conduct an investigation of its own, also found that Heimsness' shooting of local musician Paul Heenan, 30, fell within the training curriculum approved by the state Law Enforcement Standards Board.
