Man arrested in theft, allegedly held knife to victim's throat

A Madison man was arrested after he allegedly held a knife to another man's throat before taking $18 from the victim. Leo Cowan, 43, was tentatively charged with theft, resisting/obstructing a police officer and a parole violation, the Madison Police Department said in a news release.
