Shooting leaves neighbors with 'incredible sadness,' 'increased distrust' of police

While Madison Police Chief Noble Wray says he believes the Nov. 9 fatal shooting of Paul Heenan in a Near East Side neighborhood created a deadly force situation, residents questioning the need for such force are left with “an incredible sadness” and an eroded confidence in the force.
