Both sides declare victory after ruling in case of Capitol protesters

The attorney for roughly 20 Capitol protesters and the Walker administration both declared victory Friday in a case in which the citation against a banner-toting demonstrator ultimately was dismissed. The state Department of Administration said the Thursday ruling by Dane County Circuit Judge Julie Genovese confirms that state officials have the right to require that anyone "conducting" a demonstration at the Capitol first get a permit.
